Node.js 10.x Retirement

Due to AWS Lambda ending the support of Node.js 10.x we will be updating our base2 tool Bearse by running a cloudformation update to update the CRRegionalStacks lambda function. Bearse helps us automation AWS account management by deploying our base2 tools such as Shelvery as well as manage AWS account level services such as Cloudtrail and Guardduty. The Lambda function that requires the update is used to create and update Cloudformtion stacks in other AWS regions that Bearse manages.
