Cloudtrail S3 Access Logging

Bearse enables Cloudtrail to capture all aws api activity within an aws account and activity is logged to s3 for longterm storage in an encrypted s3 bucket. This release enables S3 access logging on the cloudtrail logging bucket which helps customers comply with various complience programs requiring contols on logging.
